URL encoding, also known as percent-encoding, converts characters into a format that can be safely transmitted over the internet. Certain characters have special meanings in a URL (like spaces, `?`, `&`), so they need to be converted to a `%` followed by a two-digit hexadecimal number. URL decoding reverses this process, converting the encoded string back into its original, human-readable form.
